[PerfStar] Add tests for BuildCheck

Set up the continuous monitoring of main with and without build check analysis opted in.

I made the draft PR https://dev.azure.com/devdiv/DevDiv/_git/dotnet-perfstar/pullrequest/554946. @maridematte can you work on fixing it, testing it and merging the PR? Things to fix in the PR:

  • the repo is not included to the tests
  • PR uses /analyze instead of /check
  • maybe add some console app tests as well
