BuildCheck - Usability improvements [NET 10.0]

Context

Once BuildCheck project is post it's stabilization phase, we should start to dfocus on the user friendliness and integration with other tooling. Sample efforts in this area:

• Exposure of feature in VS
• Integration with SdkAnalysisLevel
• Documentation and evangelization efforts

Justification

Once the user is in usable state, we need an early adoption and feedback from user base. In order to attract and keep users, the feature should be easily discoverable, easily usable and meaningfull without need for detailed stodying and configuring.
