Description of Change

Setup scaffolding for legacy test runner. This PR is based on the work done in https://github.com/dotnet/maui/pull/21175 But:

  • Just include 2 legacy tests running on all the platforms.
  • Include changes in the UITest pipeline to run the added legacy tests.

After complete and merge this PR, we will continue #21175 or will create a new PR including all the legacy pending tests.
