WinUI TitleView is offset incorrectly from the top of the page

Steps to Reproduce

Run our sample gallery with shell.

This may have broke with WinAPPSDK 1.3, I haven't tested yet against 1.2

Verified this issue with Visual Studio Enterprise 17.9.0 Preview 2.1. Not repro on Android platforms with sample project. https://github.com/dotnet/maui-samples.git
