REGRESSION: No regression info since it's our first time to try Loc test on this.

Describe the bug: The term "Markdown" is over translated for JA language.

Note:

1. Repro VM: 10158.80.11.
2. This issue is only repro for JA language.

Pre-steps: 1.On ENU OS, install VSCode and dotnet-interactive-vscode-1.0.6323011.vsix extension componet. 2. Install the language package of Japanese from VSCode -> Change the display language of VSCode to Japanese.

Steps:

1. Open the notebook from interactive/NotebookTestScript.dib at main · dotnet/interactive (github.com)
2. Check "Markdown" button from top menu
3. Click in a cell and move the mouse to the bottom of cell and check the option "Markdown"
