REGRESSION: No regression info since it's our first time to try Loc test on this.

Describe the bug: The commands of Polyglot Notebook are not translated.

Note:

1. Repro VM: 172.16.194.187
2. This issue not only repro on ENU OS + VSCode language pack, also repro on Loc OS.

Pre-steps: 1.On Chinese OS, install VSCode and dotnet-interactive-vscode-1.0.6323011.vsix extension componet. 2. Install the language package of Chinese (Simplified) from VSCode -> Change the display language of VSCode to Chinese (Simplified).

Steps:

1. In Search filed, specify >Polyglot
2. Check the strings

Actual Results: The commands of Polyglot Notebook are not translated.

Expected Results: All strings should be translated, like Japanese language.
