[Polyglot Notebook] Apply scope coloring rules from current theme in `.dib` files in vscode

- Senario1: Working with
.dibfile. When semantic highlighting is disabled in vscode, nothing is colorized in cells. When enabled, it does some colorization but sometimes not working properly. - Senario2: Working with
.ipynbfile. Colorization works even when semantic highlighting is disabled.
Describe the solution you'd like Since polyglot notebook can specify language for each cell and a theme has specific rules for the language, is it possible to use those existing rules for colorization? Even when semantic highlighting is disabled.

I wish we could have textmate rules applied for cells, there's nothing colored when semantic highlighting disabled.
