Update CI to Latest OSes

The CI currently uses Fedora 36, among other end-of-life OSes. These should be updated to the most recent versions.

The list includes:

• Fedora 36
• Alpine 3.15
• Ubuntu 18.04
• Debian Stretch

At first glance I see:
