Desktop Runtime binaries

We want to xcopy deploy our desktop app, and have the framework version isolated from other apps. We can do this for regular .net apps, but not desktop because the binary zip isn't distributed, or at least, it isn't shown here: https://dotnet.microsoft.com/download/dotnet/5.0

What is the reason for this?
