Update to .NET 10

This update samples to latest .NET 10

Also I found two small issues with tests when run on French locale. I decide do not create separate PR, since usually review take very long time, and my changes can be missed.

Curious why PR still in the "waiting" status

I'm guessing it is a permissions issue. I created my own PR #495 from this branch and the builds are working.
