Failing when deploying with Open AI enabled with latest version of code.

I enabled Open AI for using chat functionality & while running azd up , it is failing with below error. it was working few days back, after pulling latest version facing this issue. I tried it as a fresh deployment.

below are my code modifications to enable Open AI , changed model version as per South central region availability.
