Update Aspire to 8.1

I couldn't figure out the best area label to add to this PR. If you have write-permissions please help me learn by adding exactly one area label.

Sorry for not knowing the processes. Does this being merged mean that an 8.1.0 tag should soon appear on https://mcr.microsoft.com/en-us/product/dotnet/aspire-dashboard/tags ? (How long does that usually take?)

@devurandom - The new tags are available now.
