Crash dumps should be available from CI machines

These could either sit temporarily on the machine for investigation or be uploaded to blob storage.

We need to alter machine configurations or startup scripts for this.

We need a proper way to archive these. The upload service has been suggested, but we also may want to upload to Azure blob storage. If ABS, dependent on #332
