Update Helix Ubuntu prereqs to SQL Server 2022

Currently we are using mcr.microsoft.com/dotnet-buildtools/prereqs:ubuntu-20.04-helix-sqlserver-amd64 Additionally, it should be updated to 22.04

[Triage] @AndriySvyryd is this still needed? And is there any reason why this shouldn't be upgraded to Ubuntu 24.04 instead of 22.04?

Yes. And 24.04 would work as well
