OpenBaseKey LocalMachine only?

Description
[Enter feedback here] Hi In the Definition, it says: "represents the requested key on the local machine"
Says it's only applicable to LocalMachine only! Not to CurrentUser or ClassesRoot
So no idea if doc is wrong or OpenBaseKey applies to LocalMachine only? If LocalMachine only, what's the reason for RegistryHive parameter? So I guess the doc is wrong? Thanks.
