Incorrect description and link for UpDownCounter

In section https://docs.microsoft.com/en-us/dotnet/core/diagnostics/metrics-instrumentation#types-of-instruments, for UpDownCounter, it should be created by CreateUpDownCounter instead of CreateCounter, the method link is https://docs.microsoft.com/en-us/dotnet/api/system.diagnostics.metrics.meter.createupdowncounter?view=net-7.0.
