Update note on ptrace
I wouldn't say this fixes 2246 - that one had a lot more nuances.
I am trying to understand all of the necessary changes and plan to do them all in this PR.

A good example is saying, "For example, moby+containerd specifies a seccomp profile that allows parent ptrace if the container host has a kernel version higher than 4.8"
