Start/stop/restart for 9.0

Aspire 9 adds stop/start/restart actions to the dashboard: https://github.com/dotnet/aspire/pull/5538

Should discuss somewhere using these to start and stop resources. There is UI on the resources page so perhaps it should be in the dashboard overview? Screenshots will need to be updated with the new UI.
