Install templates via Nuget packages

Allow for nuget packages to be created which contains all necessary files to theme a docfx project. This will allow for elimination of having to clone template repos to style content.

Tasks needing to be completed:

• Documented requirements for creating packages including naming requirements
• DocFx console/process looks within nuget directory for template files & if found updates sec directory.
