docfx Merge operation is broken

DocFX Version Used: 2.28.2

Expected Behavior: The merge operation should work flawlessly.

Actual Behavior: The patch in #2221 needs to be applied once again.

Except that you might need to review the changes I made in #2288, as even with #2221 applied the merge operation won't work.

The result file path set in merge operation is also incorrect based on my investigation. I tried to address that in #2288 but could not find the ultimate solution.

The merge operation was announced in April, so it is surprising to see it is broken in December.

As of Nov-2025 this is still broken. Multi-targeting is (and has been for decades now) a core reality of .NET but yet this tool does NOT support it. The merge command was added specifically to support that, but has been broken since at least Dec of 2017! That's 8 years ago! I can see only two possibilities for reasons here. Either this project is really abandoned, or nobody cares about the real world.
