Docker plugin for `buildx` needed on Ubuntu 2204 images

dotnet/aspire runs docker based tests on AzDO pipelines and some of them depend on buildx. See https://github.com/dotnet/aspire/issues/11725#issuecomment-3349998675 . This is specifically for build.ubuntu.2204.amd64.open image.
