NetCore1ESPool-Internal is slow

Need to investigate why the pool is slow when Azure Pipelines pool is fine. I'd love to see telemetry added (probably added to Grafana) that tracks stats around throughput of a pool. Instance count, queue length, wait times, off the top of my head.

Just want to reiterate that the build stage in this case goes from ~25minutes to ~150minutes so it is quite painful
