Remove AppCompat Helix queues

We're decommissioning the .NET Native AppCompat testing infra. This infra uses three Helix queues which are private (only meant to run jobs from this infra). Could somebody please delete the queues?

• Windows.10.Amd64.AppCompat
• Windows.10.Amd64.AppCompatPr
• Windows.10.Arm64.AppCompat

There should be an associated Helix VM image Helix-Client-Enterprise-RS4-06-25-2018.vhd which is not used by anything else can also be deleted.

NOTE: VHD deletion was moved to a separate issue 2908.
