Migrate off of Debian 11

The pipeline references a Debian 11 image that is EOL (see https://github.com/dotnet/core/issues/9625):

This should be migrated to a supported version.

What image do I replace it with? debian-12-amd64? Does it have lldb installed?

I guess it doesn't exist yet. That will be addressed by https://github.com/dotnet/dotnet-buildtools-prereqs-docker/pull/1276.
