10.0-preview4 missing tag in dotnet/runtime

I was planning on deleting branch release/10.0-preview4 as part of the preview5 snap and was expecting a tag for preview4, same way we have done it with past previews Tags · dotnet/runtime.

If this is no longer possible because p4 was built through dotnet/dotnet and not dotnet/runtime; is there something else we should do for preview branches that go stale?

@jozkee For now I've manually tagged the core repos with the expected tags.
