Improve customizability of WebAssemblyHostBuilder

For less conventional uses of Blazor, it may be necessary to opt out of some default services automatically registered by WebAssemblyHostBuilder. Some examples:

  • #27721: Request to have an option that disables logging.
  • #26790: When attempting to use Blazor in a VSCode WebView, an exception gets thrown by NavigationManager. Navigation isn't especially relevant in this context, so opting out of NavigationManager initialization could fix this particular issue.
