[AspireE2E] After installing the Aspire.CLI, the template versions go back to the older version template.

Install the latest Aspire 9.3.0-preview.1 templates
dotnet new install Aspire.ProjectTemplates::9.3.0-preview.1.25229.16 -
Run the command in the CMD and check the aspire version section.
dotnet new aspire-starter --help -
Install Aspire.CLI
dotnet tool install --global aspire.cli --version 9.3.0-preview.1.25229.16 -
Run the command in the CMD and check the aspire version section.

Verified that this issue doesn't repro with the latest build 9.3.0-preview.1.25258.24.
