The PR to disable it went in last night. We have an idea for potential fix that I'll try to get a PR out for today.
Unassigning myself on this since I am not taking any action on it at the moment and our test infrastructure has changed consdierability since this was filed.
It seems like there are two distinct test failures reported here. One with Azure Functions and the other one in the TestingBuilderTetsts.
Can we close this out as stale or is there an action to take?
