Remove GenerateBuildManifest Sdk Task when everyone is building with Arcade

Arcade includes a GenerateBuildManifest Sdk Task which teams that are not building using Arcade Sdk can use to create a build manifest so they can participate in dependency flow. If / when those repos are building using the Arcade Sdk, we should remove this task.
