Enable Signing of Wix5-generated MSIs and Bundles

We need to enable signing of Wix5 enabled bundles and MSIs in Signtool. Wix5 is different than Wix3.14 in many aspects, and this will likely require some creative solutions as the "wixpack" methodology may not work as expected today.

This work must be completed before repos can move to Wix5.
