The PAT for reading OneLocBuild feeds https://github.com/dotnet/arcade/blob/48c22bf560e40ae692a9098d29466539aa6c2e14/eng/common/core-templates/job/onelocbuild.yml#L8 needs to be eliminated to avoid disruption when we go down to 12 hour or no-PATs.
