Determine why SB break wasn't caught in arcade-validation

https://github.com/dotnet/arcade/commit/532f956a119bce77ca279994054d08dbc24418f7 has an error in the itemgroup reference. This causes SB to fail upon updating to a new arcade. This probably should have been caught by arcade-validation, but was not.
