Update values for gh account name in vaultconfig for dotnet-bot

When trying to resolve https://github.com/orgs/dotnet/projects/86/views/58?pane=issue&itemId=52967915, I spent WAYYY too much time trying to find login in for for "dotnet-build-bot" account, when the account name is "dotnet-bot". Turns out dotnet-build-bot used to exist, but it no longer does. Updating the vault-config.
