Install public version of windbg/cdb on windows helix machines

It blocks are progress towards "merge-on-red" features https://github.com/dotnet/runtime/issues/75243 and https://github.com/dotnet/runtime/issues/77918.

Just as we installed llvm-symbolizer in https://github.com/dotnet/arcade/issues/11631 on Ubuntu, we also need a public version of windbg/cdb installed on windows machines.
