Long running tasks should support cancellation

One ongoing issue with some long-running tasks (e.g. DownloadFromAzure, PushToBlobFeed, etc.) is that they don't support cancellation. So Ctrl+C during the build will simply wait for the task to finish. As we port tasks to Arcade, we should ensure that long running ones support cancellation.
