Create tracking issues for repo switch-overs

Context

We need to track that every VMR repo is switched over to the flat flow.

Goal

• Per every VMR repo, prepare an issue:
  • Assign it into the https://github.com/dotnet/arcade-services/issues/3170 epic
  • Add some short description linking to a single issue that explains the purpose of the migration as it will be linked from the various PRs and people need to understand what and why.
• Arcade will be special as it won't have an internal build.
