Maestro PR description only includes the latest update

When Maestro updates an existing PR, updates the PR description but does not 'merge' the updates. In https://github.com/dotnet/sdk/pull/44987, the first update changed many aspnetcore packages. The second only changed a single one. The PR description was updated to only indicate one package change. The PR description should indicate the sum total of updates.
