Always fetch remote code flow branch before VMR sync

If we have a code flow PR branch, we always need to fetch it from the remote to make sure there's no new updates. If we have one and the remote does not, we need to delete it and re-create it (maybe previous attempt failed but the branch stayed behind locally).
