Suppress warning about missing `eng/Version.Details.xml` for code-flow subscriptions

When specifying a code flow subscription, we should not require V.D.xml (for instance in the VMR) but we get this warning:

Warning: Could not find an eng/Version.Details.xml

Maybe this is not a requirement when the target repo is a VMR (even though it will have this file anyway).
