Switch to the new flat dependency flow between VMR and product repos

We need to schedule and execute the plan created in https://github.com/dotnet/arcade-services/issues/3170 and move all product repositories onto the new flat dependency flow.

• For every repository, we need to make sure the VMR publishes all required packages so that the repository can stop publishing those.
• We need to make sure that all repositories are in a state that supports consuming dependencies from the VMR (e.g. latest Arcade, SDK..).
