Setup PME production JIT policy

Ilya and I setup the PME staging environment, We didn't do the production one to have a small exercise with the rest of the team.

The only thing that we have to do is create a JIT policy that will allow members of the PME SG to gain elevated access to the Prod PME subscription.

After this, JITing into the Prod PME subscription should work as expected.

The first time we JIT, we should also grant permanent reader access to our SGs
