Review resources used by the SB release pipeline

During https://github.com/dotnet/arcade-services/issues/2671 it was discovered that the pipeline is using an obsolete storage account (dotnetclimsrc) and should move away from utilizing it.

After the testability effort described in https://github.com/dotnet/arcade-services/issues/2668 is complete, the currently used Azure resources should be reviewed and, if needed, replaced / optimized.

Removed from the release pipeline testability effort as this issue will be handled in the work after the milestone
