[darc/maestro++] Maestro builds API missing branch queries for get latest and get all

Should be able to query on branch (github or azdo).

Without this build lookup in Darc is hard.

@mmitche do you think this is a priority for .NET 5? My knee-jerk is to move this to improvements epic, but feel free to move back.
