[darc/maestro++] Enable audit trail of changes

Enable an audit trail of changes made to various tables in the DB. Track:

  • Action (e.g. enabled, disabled, deleted, added, etc.)
  • What (default channel, build channel, etc.)
  • When
  • Who

@mmitche Do you think this is a priority for .NET 5? If so this is probably worth its own checkbox in the epic.
