Add ABI compatibility proposal

  • Do we intend to ever drop ABI compatibility?
    • Look at ecosystem adoption and decide on an ongoing basis.
  • Define the scope of ABI compatibility for 2.X in line with ongoing generator development, to ensure we know what we're getting ourselves into.
    • Consider whether there's obscure APIs (e.g. HLUs?) that may not be justified being compatible.
