As correctly pointed out in #87 the documentation for contributing is currently absent.

A guide is needed for development environment setup and to list out required prerequisites so that the project is easier to contribute to.

In an effort to make this easier I created a CONTRIBUTING.md modeled after dotnet/maui's (PR #169)

guide is needed for development

I agree that a DEVELOPMENT.md (modeled after dotnet/maui's) would be useful, but I don't want the complexity associated with putting that together to slow down the addition of contribution guidelines to this project.
