Replace test collateral with AES messages instead of mix of RC4 and AES

Test data has a mix of both RC4 and AES messages. All test cases should be switched to AES, and instead have specific tests to cover RC4 for regression. RC4 tests should be wrapped in the WEAKCRYPTO constant.
