Update tag references to dotnet-buildtools/prereqs

Updating Docker image tag references that are obsolete and replaced by references to mcr.microsoft.com/dotnet-buildtools/prereqs. See dotnet/dotnet-docker#2848.

If this repo has any other active branches that are used for servicing releases, those branches will need to have these changes ported over.
