Support var decls in namespaces

What would be the status of this PR? The test needs a rebase but the CI error looks more like an internal CI error so is maybe already fixed.

Edit: References to the variables still have to be fixed, is this something being worked on?

Sorry that this was missed, entirely my fault.

The general support seems sensible but the PR has a number of conflicts that would need to be resolved at this point.

I'm going to close the PR as is, but you should feel free to open a new PR that does the same or I will look at doing the same shortly.
