Create a Web API: Update prerelease specific steps after .NET 7 GA

After .NET 7.0 GA, for the Visual Studio for Mac instruction, remove the following steps from prerelease to GA:

For the VS for Mac section detailing how to install packages from the package manager, remove this step:

• Select Include prereleases.

For the VS for Mac section on installing scaffolding packages and tools using CLI: Remove the "-v 7.0.0-*" from each of the add package commands.
